THS (The Holy Spirit) Emergency Shelter Inc. THS was established in January 2014, as a community outreach service for those experiencing homelessness. In November 2014, we were granted 501(c)3 status. Our service area is Carroll County, although we welcome individuals who come to us from surrounding counties, especially if referred by other agencies. We serve men, women, and families.

NOTE: THS is NOT a permanent shelter, instead we offer financial assistance and guidance to meet client needs through existing community resources.
